Collect valid signatures statewide. Requirement for constitutional amendments is at least 5% of votes cast for Secretary of State in the last general election, plus at least 2% of that statewide total in each of the 35 state senate districts. Circulators must witness each signature on their section.

Constitutional amendments require 55% voter approval to pass, or a simple majority if the measure only repeals constitutional text. Results certified per law; recounts if thresholds are met.

Upon certification, the amendment is added to the Colorado Constitution. Implementation actions (e.g., emergency redistricting commission setup) commence as specified in the text.
